Welcome to the Albany Research in Public Administration (ARPA) webpage. ARPA is an independent research entity located in Albany, New York. Our goal is to promote quality research solutions which help public managers. Our research focus is in the areas of public finance and energy regulation issues. We also file professional comments with organizations such as the Municipal Securities Rulemaking Board (MSRB) and the Governmental Accounting Standards Board (GASB).
Our 2021 research agenda has commenced with Comments before the Governmental Accounting Standards Board concerning their "Financial Reporting Model Improvements" project. Comments have also been filed with the Federal Energy Regulatory Commission in Washington, DC concerning hydroelectric facility financial assurances. We also have our continuing reports on Moody's Investors Service bond ratings for local governments in New York State. During 2021 we will be producing additional reports concerning the need for local governments in New York State to develop strategic plans. On February 4, 2021 we presented comments to the Town of Colonie, New York concerning the need to use strategic planning as part of the effort to reform the town's police department.
