Welcome to the Albany Research in Public Administration (ARPA) web page. The year 2025 represents our tenth year of operation. ARPA is an independent research entity located in Albany, New York. Our mission is to promote quality research solutions which help public managers. This mission is accomplished on a pro bono basis with no cost to any public managers or other entities. Our research focus is in the areas of public finance and energy regulation issues. We also file professional comments with organizations such as the Municipal Securities Rulemaking Board (MSRB), the United States Federal Reserve System, and the Governmental Accounting Standards Board (GASB).
Our 2025 research agenda has commenced. We are following the rule making action of the New York State Climate Action Council to determine how it may affect local governments in New York State. We are continuing to monitor bond ratings for local governments in New York State as issued by Moody's Investors Service. Our history book publishing service issued a new title in January of 2024 entitled "Albany During the American Revolution Victory in Upstate New York." During 2025 and the upcoming years the United States will be celebrating the 250th Anniversary of the American Revolution. ARPA will be producing a series of special reports called "Albany During the American Revolution" to recognize some of the special activities that were associated with Albany during the period 1775 to 1783. The first report in this series is #2025-5 and is entitled "Albany During the American Revolution: Forming the Continental Army in Albany in 1775."
